Organization: Oregon Child Support Program
Location: This position has the opportunity to work a hybrid schedule based out of any one of our Oregon Child Support Branches across the state (Albany, Bend, Eugene, Gresham, Hillsboro, Medford, Oregon City, Pendleton, Roseburg, or Salem).  This position will require travel across the state amongst the branch offices.

Job Description:

The Oregon Department of Justice (DOJ) Division of Child Support administers the Oregon Child Support Program, the federal Title IV-D program in the state. The mission of the Oregon Child Support Program is supporting parents to support children, and the program is an important part of Oregon’s social services system. To achieve its mission, the DOJ Division of Child Support comprises four large sections: Business Services, Technical Services, Field Services, and the Director’s Office. We are seeking to hire an experienced leader with strong interpersonal skills to share the responsibility of overseeing and directing front-line managers at child support branches throughout Oregon.

The Field Services Manager advises the Field Services Chief on program operations and service delivery throughout the state. Duties assigned include directing and guiding Field Services branch managers to ensure that the work is performed in an equitable manner in accordance with federal and state laws, and Department policy.

Responsibilities:

In this position, you will work in partnership with the Field Services Chief in providing leadership development and support to subordinate managers within Field Services. Field Services staff work endlessly to ensure that the objectives and goals of the program are met. You will be responsible to ensure work is completed in accordance with the program and division’s mission, federal and state laws, and agency policy. You will play a leadership role in the statewide Oregon Child Support Program, representing the program and DCS at community and civic intergovernmental activities. You will be responsible to work with the other Field Service Manager and Field Services Chief regarding the direction and guidance of the Field Services teams, specifically the senior managers. We are seeking your leadership skills to know the appropriate avenues to provide coaching and training to ensure the program directive is clear to direct reports. In this role, you will also be responsible for the operational compliance with policies and procedures per state and federal laws and guidelines. An essential function in this role is maintaining communication and positive partnership with the other areas in the program so that teams can work together to provide families the services and support they need. This is not limited to teams within the DOJ Division of Child Support and Oregon Child Support Program but with other programs in the communities and State of Oregon—and other states as well.

Our successful candidate must uphold a global perspective of the program’s mission, values, and goals in favor of developing short- and long-term objectives for the program for positive results and performance. Not only will you be responsible for the oversight of the Field Services work areas, but you will serve as an integral part of the DOJ Division of Child Support Senior Leadership Team. This includes budget development and evaluation of workload, legal, labor, policy, or procedural issues that affect the program’s ability to meet requirements and goals.

Qualifications:

OUR IDEAL CANDIDATE WILL HAVE

  • Five years of lead work, supervision, or progressively related experience.

OR

  • Two years of related experience AND a bachelor’s degree.

AND

  • Leadership – ability to inspire staff and guide staff to towards achieving strategic goals.
  • People skills – the ability to establish and maintain strong, meaningful, and dependable relationships.
  • Strong professional verbal and written communication skills.
  • Ability to make reasoned decisions.
  • Emotional intelligence.
  • Experience collaborating, teambuilding, troubleshooting, and finding solutions to operational needs in a team environment.
  • Broad knowledge of or the ability to learn about various areas of the Oregon Child Support Program, including intergovernmental, finance, case management, enforcement, and establishment.
  • Ability to act in a professional manner at all times representing the Attorney General, Department of Justice, and the State of Oregon.
  • Finalists must pass a comprehensive employment reference check and fingerprint-based criminal background check. A driver history check will be included for positions requiring state vehicle driving privileges. Adverse findings will be evaluated to determine eligibility for the position.
