Position: Executive Director of Child Support Enforcement Administration

Job Description:
The Executive Director oversees a wide range of Child Support programs throughout the State, and manages, administers and coordinates all Statewide and Intergovernmental activities and programs related to federal and state child support enforcement laws.
This position is a member of the Department of Human Services (DHS) Leadership Team reporting to the Principal Deputy Secretary for DHS and serves as the principal advisor to DHS’s Secretary and Deputy Secretaries on all policies, legislation, regulations, and initiatives related to Child Support programs.
Responsible for the organization and staffing for the Child Support Administration (CSA) and serving as the Appointing Authority. Manage the development and implementation of child support policy and practice for the 24 Local Child Support Offices. The position, located in Baltimore, has a staff of 360 and a $105.4 million budget.
This position also supervises Deputy Executive Directors, Chief of Staff and the Directors of the Metro Offices of Child Support in Anne Arundel, Baltimore, Montgomery, and Prince George’s counties.
Responsibilities:
- Responsible for proposing departmental legislation and the preparation of a budget for CSA.
- Responsible for development and operation of data systems essential to efficient administration of social services.
- Provides professional guidance and expert representation on behalf of the Department of Human Services.
Responsible for production of child support federal and state reporting.
Qualifications:
(Education, experience, etc.) both required and preferred qualifications and skills:
Education: Bachelor’s degree from an accredited four-year college or university in social work, public administration, law or business.
Experience: Six years of executive/management experience with the Title IV- D Federal Child Support Program at the state and/or local levels with two years of leadership experience in a complex organization that includes effective advocacy, engaging in strategic planning, management, development and supervision of personnel, financial planning, and budget management.
Preferred Qualifications:
The ideal candidate will have.
- Extensive leadership experience with child support programs which includes responsibility for budget, program planning, implementation, and administration.
- Strong leadership and management skills, strong communication skills, and the ability to implement change, motivate staff, and build and maintain relationships with federal, state, and local partners.
