Position: Deputy Executive Director of Programs

Job Description:
This position is responsible for frequent and effective monitoring, oversight and coordination of the four metro county child support offices for the Department of Human Services (Anne Arundel, Baltimore, Montgomery, and Prince George’s Counties) in addition to the Baltimore City Office of Child Support Services via contracted services of a private vendor. The Deputy Executive Director for Programs is responsible for the implementation, monitoring, and performance results of the Baltimore City Office of Child Support Privatization Project and Programs. Additionally, the position develops, implements, obtains funding, and monitors various special projects and programs such as: non-custodial parent initiatives including employment and training related programs; and provides general programmatic guidance and oversight to the child support offices of the Local Department’s of Social Services.
Responsibilities:
- Directs and oversees an annual contractual privatization project in Baltimore City.
- Monitors the contract to ensure contractor compliance.
- Issues corrective action and monitoring plans to fix errors, address audit findings, and ensure adherence to Federal regulations, State statute, and State policies and procedures.
- Oversees office functions operated and managed by State workers (undistributed collections, investigations, and court activities), contracted staff (office conferences, correspondence, filing of child support orders and affidavits of paternity with the court via the Office of Special Counsel).
- Provides onsite training and support to the four metro child support offices, Baltimore City Office of Child Support Services, and local child support offices.
- Ensures a clear and thorough understanding and adherence to all laws, policies, and procedures to improve performance.
- Provides guidance and assistance in developing budgets and budget presentation for the metro child support offices.
- Ensures emergency evacuation planning, continuations of operations planning and implementation, and proper space utilization of the metro child support offices or satellite locations.
- Provides assistance and support to the metros as necessary to activate continuation of operation plans when an emergency situation arises.
- Directs and oversees various special projects, outreach initiatives, and programs such as: access and visitation and employment and training programs for non-custodial parents.
- Ensures grant applications are developed to ensure the programs respond to the needs of the service population. Submits grant applications, waiver requests to the Federal Office of Child Support Enforcement for use of incentive funding to support programs.
- Develops reports to monitor and report on program success.
Qualifications: (Education, experience, etc.) both required and preferred qualifications and skills:
Experience: Five (5) years of executive/senior management level leadership experience with the Title IV-D Federal, State, or Local Child Support Programs.
Notes:
- Five (5) or more years of executive/senior management level leadership experience with the Title IV-D Federal, State, or Local Child Support Programs may be substituted for the required education.
- Additional graduate level education at an accredited college or university may also be substituted for the required general experience at the rate of 30 semester credit hours for one year of the required general experience.
Preferred Qualifications:
The ideal candidate will possess the following:
- Knowledge of public budget/accounting, auditing, personnel, statistical analysis, contract monitoring, and procurement.
- Knowledge of Title IV-D Child Support Program and including experience in leading a child support division, office, or agency.
- Ability to plan, organize, direct, and manage multiple projects to meet strict deadlines.
- Strong written and oral communication abilities.
- Strong analytical skills preferred.
- Problem solving and critical thinking skills are required.
