Job Description:
The Oregon Department of Justice (DOJ) Division of Child Support administers the Oregon Child Support Program, the federal Title IV-D program in the state. The mission of the Oregon Child Support Program is supporting parents to support children, and the program is an important part of Oregon’s social services system. To achieve its mission, the DOJ Division of Child Support comprises four large sections: Business Services, Technical Services, Field Services, and the Director’s Office. We are seeking to hire an experienced and talented leader to fulfill a crucial role in the Oregon Child Support Program, the Chief of Business and Technical Services.
The Business Services section of the Division of Child Support is responsible for centralized business services that support the entire program, including case intake, central registry, employer services, financial services, and central mail. The Technical Services section is responsible for functional and technical child support systems’ management, operations and maintenance, system enhancements, program compliance, data analytics, state and federal reporting, and program project management.
In this position, you will directly manage and provide executive oversight of the Business Services and the Technical Services sections to effectively determine, develop, and authorize the goals and policies of the Oregon Child Support Program. This position serves as a member of the Division of Child Support Executive Team and is the principal advisor to the Director on matters relating to all centralized business services, financial services, technology, systems, program compliance, data analytics and reporting, and project management.

Responsibilities:
Supervision: Provide leadership and direction for all direct reports in Business Services and Technical Services work areas. This includes the Deputy Chief of Business and Technical Services in leadership, strategic planning, talent management, and succession planning. Provide leadership and guidance to the Child Support Technology Services managers and Project Management team. Responsible for Business Services and Technical Services and their assigned tasks, including but not limited to central services, financial services, technology systems and services, program project management and tracking, and program compliance and reporting. Serve as the principal liaison to Department of Justice Information Services to ensure coordination with information systems services and development as well as the security and integrity of the current child support system, Origin, including maintaining federal certification.
Leadership & Communication: Participate as a member of the Division of Child Support Executive Team. Apprise teams of workload issues, legal, policy, or procedural issues or conflicts that impede the program’s ability to meet federal audit requirements and goals. Provide advice and counsel to the Director regarding project management and tracking, central services, financial services, program compliance, state and federal reporting, and technology services. Work in partnership with the Director to advise federal partners on Oregon Child Support Program services and related laws, rules, and policies. Collaborate and maintain a close working relationship and regular communication with Division section chiefs and managers and the District Attorney offices to ensure consistent practices, processes, and information sharing. Maintain effective communication with the Department’s legal counsel, the program’s Policy Team, and the District Attorney Child Support Liaison. Coordinate with other agencies involved in the Oregon Child Support Program. Direct or participate on various statewide and national taskforces and committees designed to remove case handling obstacles and improve child support services.
Technical Responsibilities: Maintain a current understanding of the program’s systems environment, including the largest component, Origin. Responsible for oversight of the program’s complex systems to further the mission of the Division of Child Support and Oregon Child Support Program and to comply with federal and state law and agency rules and policy, including legislative changes. Manage program technology initiatives, including the design and deployment of new technology systems and services. Work as a liaison with the federal Office of Child Support Services (OCSS). Work as a liaison with Oregon’s Legislative Fiscal Office (LFO) and Department of Administrative Services (DAS) Enterprise Information Services (EIS) in the development of information technology investment requests specific to Division of Child Support information technology projects to request and receive stage gate approval and state-level funding.
Budget: Participate in the development, forecasting, allocation, and monitoring of the Division’s $200+ million biennial budget and the budgets for Business Services and Technical Services.

Qualifications:
OUR IDEAL CANDIDATE WILL HAVE
- Seven years of supervision, management, or progressively related experience.
OR
- Four years of supervision, management, or progressively related experience AND a bachelor’s degree.
AND
- Experience in making decisions relating to operations and service delivery in a public service program. This position makes decisions relating to whether agency actions comply with policy, rules, and statutes.
- Experience making decisions relating to program interfaces with other agencies.
- Experience making decisions relating to the development and implementation of program budget, laws, rules, and policy. This position will work with a maximum of independence and authority within areas of responsibility.
- Extensive knowledge of the principles and theories of state and federal government.
- Broad knowledge of project management and the ability to communicate on this topic with a wide range of individuals who may not have knowledge of project management disciplines.
- History of being a proactive learner with ability to master new technical and business skills.
- Successful leadership and management skills, including a management style that encourages open communication, participation, trust, and management development.
- This position requires training, knowledge, and experience that provide demonstrated skills in organization, leadership, supervision, planning, project management, and team building.
- Experience or exposure to history in an Information Technology environment.
- The excellent ability to communicate effectively, orally, and in writing, with various levels of personnel in the Oregon Child Support Program, state and federal government officials, other personnel in public and private agencies, and the public.
- Must be able to act in a professional manner at all times representing the Attorney General, Department of Justice, and the State of Oregon.
- Finalists must pass a comprehensive employment reference check and fingerprint-based criminal background check. A driver history check will be included for positions requiring state vehicle driving privileges. Adverse findings will be evaluated to determine eligibility for the position.
