In May 2018, I retired from Texas state government after 30 years of service. Currently, I am President and CEO of my own consulting company, Charles R. Smith Consulting, LLC.
I worked in the Child Support Division of the Texas Office of the Attorney General for more than 26 years. I was the Texas IV-D Director from 2013-2015. Prior to that time, I served as the Deputy IV-D Director and Director of Field Operations from 2004-2013. Over the years, I worked as a case worker, manager, and regional administrator.
Starting in 2006, the Texas program saw record improvement in all federal performance measures, transformed the delivery of child support services, embarked upon many new engagement strategies, and received multiple annual and regional outstanding program awards.
I attended my first NCSEA annual conference in 1996 and was instantly hooked on the Association. To date, I have attended more than 18 NCSEA annual conferences/Leadership Symposiums.
I served as a NCSEA Board member from 2008-2015. I resigned as NCSEA President-Elect in July 2015 when I accepted a gubernatorial appointment to lead a Texas state agency.
I served as an NCSEA U instructor in 2018 and 2019. I was elected to the NCSEA board in 2019. Since that time, I have served as co-chair of the NCSEA U subcommittee, co-chair of the Leadership Symposium committee, and currently serve as co-chair of the Membership committee.
My passion is serving families and strengthening the child support program. I have been able to achieve these goals through my work on and with the NCSEA board.
